Vehicles kept on residential properties must have a valid license and inspection sticker. They must also be maintained in legal operating condition. Storage of unusable vehicles or parts is not permitted.

Christmas Tree Recycling Program for Stroud Township Residents
The Christmas tree recycling program is from the beginning of January to the first week in February. Residents can bring their trees to any of the below listed locations. The trees are put through our chipper and returned to nature by being processed into wood chips and compost.
Township Maintenance Yard at Gaunt Rd. off Rte. 611; rear of Township Municipal building at 1211 North Fifth St.; and Poplar Valley Fire Station at Poplar Valley Rd.

Garbage Pick Up and Recycling
Stroud Township does not currently provide trash collection. Each resident contracts for their own trash removal with a hauler approved and registerd by our Township. Please visit Monroe County Municipal Waste Management Authority website: www.thewasteauthority.com for a list of approved public waste haulers. Haulers also participate in recycling pickups.  The recycling material that they pick up are weighed and reported to the state, resulting in money given to the Township that helps defray your taxes!

Stroud Township Supervisors  passed a revised Recycling and Trash Ordinance in order to meet PA Dep’t. of Environmental Protection regulations and to be compliant with the mandates PA Act 101 and Act 140. Residents are required to hire an authorized hauler to collect their trash and recyclables. The number of curbside recycling pickups by haulers will be increased from once a month to at least twice per month. Haulers will be notified soon to contact their customers about the new pickup dates and any associated costs for collection.

The Ordinance prohibits mixing recyclables in with household trash. The items that must be kept separate from household waste are: clear, green and brown glass, #1 and #2 plastics, aluminum and tin cans, and newspapers. Businesses must recycle those items plus office paper and corrugated cardboard. Residents can recycle office paper, corrugated cardboard, magazines, glossy papers, and other types of plastic containers by taking them to the Monroe County Waste Authority Recycling Center located at 1110 Military Road, Stroudsburg, PA  .

Recyclables and trash containers are required to be rigid water-proof plastic with a lid, and kept in sanitary condition.  Trash containers may be put out the night before pickup day and be placed where they will not create a traffic hazard or block pedestrians on sidewalks.

Leaf waste must be separated from trash for separate Township scheduled curb-side pick-ups in the fall and spring. Leaf and other yard waste like branches and grass clippings can also be dropped off daily at the Township Composting Facility on Gaunt Rd. (off Rte. 611) during daylight hours. Private communities and multi-family dwelling units (four or more) are required to submit a recycling plan and quarterly reports. The Ordinance requires clean up of litter, debris and junk. Penalties for violations include up to a $1000 fine. Other provisions prohibit illegal dumping, burning, burying, or storing of garbage, recyclables, junk, trash, yard waste and bulk items like furniture or appliances.

Monroe County has a recycling program in which residents take materials to Monroe County Waste Authority Recycling Centers located throughout the county. These are the rows of blue bin-like containers available for residents to use between pickups from their haulers and for items not recycled up by their haulers. One is located at 1110 Military Road, Stroudsburg, PA .

Acceptable Bi-Metal, Tin and Aluminum:
Cans only


Acceptable Glass:
All color food and beverage bottles only. NO ceramics, mirrors, plate glass, dishes, or light bulbs
 

1. Only the materials listed on each container can be placed in the bin for recycling.
2. Please hold onto anything that won’t fit into the proper bin if it is full, so it can be deposited correctly the next time. Placing materials in the incorrect containers can contaminate the load and make it unsuitable for recycling.
3. Please take home any materials not listed on the bins for proper disposal. Leaving bags of materials outside of the bins is considered illegal dumping.
4. Do not recycle oil, antifreeze and butter tub containers at the drop-off facility. Remember to separate all materials.

Road Construction
The Stroud Township Board of Supervisors undertook a Comprehensive Traffic Study in 1998. Thirty-eight major intersections throughout the Township were evaluated. In addition to these 38 intersections, the four signalized intersections near the Stroud Mall were also analyzed. Short, medium, and long-term improvement recommendations were formulated for each of the intersections studied. In 1999, the Supervisors borrowed two million dollars as a bond issue to begin implementing these improvements.

Road Opening

A permit is needed to open or cut a road/driveway in any portion of a Township Road. Forms for road opening applications can be obtained at the Township Office.

Snow Emergency
A snow emergency will be declared when snow has accumulated to a depth of three or more inches and requires snow removal or treatment. Emergencies will be declared by the Roadmaster and will be announced on all local radio and TV stations. Vehicles must be removed from township roads so that the roads can be plowed. Violators will be subject to having their car towed and/or paying a fine. See Ordinance 119.

A Township comprehensive “Winter Operations Plan” for the challenging task of snow plowing and de-icing local roadways will soon be going into affect again. The Township is divided into eleven maintenance districts, with each being assigned a plow truck and operator. The Plan identifies primary and secondary plowing assignments for every road in each district. Secondary roads will be plowed and salted after all primary route assignments have been completed. All trucks are radio dispatched to assist police, fire and ambulance agencies responding to emergency calls. For this reason, a truck may be ordered to leave a specific route or district to ensure that emergency vehicles can safely reach the emergency.

While the Plan provides a systematic approach to snow removal for our Township, many factors may require deviation from the plan. These include the time a storm arrives, the duration of a particular storm, the type of precipitation, local emergencies, early school dismissal, and equipment breakdowns. Ordinance 119 provides that a Snow Emergency will be declared by the Township Roadmaster and announced on local radio and TV stations when snow has accumulated to a depth of three or more inches and requires snow removal and treatment. Vehicles must be removed from township roads so roads can be plowed. Violators may be subject to having their cars towed and/or paying a fine. Portable basketball hoops must also be removed from streets.

Snow Removal Hints
Wait until the snowplows have made two or three passes before clearing the snow from the end of your driveway.

.

Shovel the snow to the right side of your driveway (when facing the street). This will keep the snow you have already shoveled from being pushed back into the driveway area when the plow passes. Do not shovel, plow, or deposit snow from driveway or parking lot into roadway. To do so is in violation of Stroud Township Ordinance 204, Section 2 J.

Remove all vehicles from the street to allow for proper plowing, cindering, and to avoid having your vehicle towed. If possible, stay off the road during a snow emergency.

For your safety and to avoid legal penalties, stay off the roads with snowmobiles and ATVs.

Adopt a fire hydrant in your neighborhood and keep snow cleared away so the Fire Dept. can more easily locate them.

Stroud Township is NOT responsible for digging out residents’ mailboxes! That is the responsibility of residents.

Yard Waste & Compost Facility
Stroud Township operates a Yard Waste Compost Facility at our Gaunt Road Maintenance Building located off Route 611 one half mile north of Stroud Mall. Stroud Twp. residents may bring leaves, grass clippings, tree branches, limbs and brush to the facility for chipping and composting during specified hours. With proof of residency, township residents can drop those items off free. Please separate those items when dropping off into where you see piles of similar items. Compost and garden mulch is made at this location and is usually available free to residents. Township employees are available to load pick-up trucks and small trailers during our annual Spring Clean-up and sometimes during business hours for a small fee.
